Windcrest Street Fight

Windcrest stoops to a new low. Last Saturday, City Manager, Rafael Castillo and a Windcrest Citizen came to blows, right in front of Windcrest City Hall, of all places, under the Christmas Tree!
  Citizens indicate Rafael Castillo initiated a conversation with the Citizen about an unknown subject and during the conversation an exchange of blows ensued and the fight was on!  Very unprofessional conduct for a City Manager! The investigation (assuming there is one) report has not been released to date.
  Rafael Castillo should be seeking a position elsewhere for such behavior, but after all this is Windcrest.  Rafael is no stranger to resignations in lieu of discharge so stay tuned for further developments.
 Meanwhile, consider bringing a body guard if you plan on visiting Windcrest City Hall, Rafael is still employed.

Candidates for Water Board- Fix Streets


    You have probably seen the Water District Election signs in Windcrest. Thee black and white signs with three (3) names.  They are running for the Board of Directors because they want the streets in Win Brook Estates repaired.  Seems the developer and contractors constructed streets om Win Brook Estates with a life expectancy of less than 10 years.  They want to use the Capital Improvement dollars of the Water District to replace the streets.
 
   Fernando Richards- when asked about the Mayor holding a meet the candidates for his hand selected candidates said. The Mayor having a Party, Election Party for selected candidates have NO Bearing on what I bring to the table.  --- Really!!?

  News Flash Eugenia, The current Board of Directors bring of 50 years of WATER ISSUES to the table.
  Wake up Windcrest,  Vote Brandt, Greenwood and John Fagin for Water Board of Directors to keep the water district servicing the whole of Windcrest, not streets on Murray Winn.

Council out of Control

 Windcrest is out of control.  Election fever has struck, the political  incumbents are scared stiff and the Mayor is trying everything in the book.  Both books, the legal and illegal I think.  

 How can the City file a law suit without council approval PRIOR to filling against the Water District?  

The suit was filed Oct 13, 2014.  Yes one week before council had the agenda item.  Council had an agenda item Oct 20, 2014 concerning the suit..
 
On Oct 24, 2014 at 9:00 am there is a non jury setting on Temp Injunction.  Troy (Trey) Martin III.
 
 It really irks me that the city spends $$ on bull like this.  And without council approval.  

 Council discussed this Oct 20 executive session and the Mayor had lots to say after the executive session.  Funny how no other council person is permitted to speak, have you noticed that?  

 After reviewing the video it seems they are claiming open meeting violations.  The Mayor said it was not a properly posted meeting, etc, etc.

Another reader said: "This sort of action requires council approval, and I haven't seen any closed legal consultation items on the last few agendas."

Yet another reader said, "We are paying at both ends.  As Taxpayers to the City of Windcrest, we are funding the crazy Mayor.  As Bexar County Water District customers we are paying to defend this crazy mayor."    

Another reader said, this is the same law firm that contributed to their election campaign

The facts are in plain sight.  The suit was filed on Oct 13, 2014 and Council put it on the agenda a week later, Oct 20, 2014.  Plain illegal I think?  You?

Windcrest Election Mud Campaigns

 It never ceases to amaze me how those that accomplish the least throw the most mud.  The current administration has not received credit for anything substantial. They have constantly blamed everything on 'past administrations.'  What they do take credit for is highly questionable and misrepresented.

  Take the recent tax reduction the council touted so loudly.  Some 18% reduction from last year I believe was said.  What was NOT said, was the majority of that reduction was due to the debt for the Interest and Sinking fund being paid off!  Remember that street loan back when everything was Chip Sealed.  The City took out a loan for that and that added some 7 cents to your tax bill.  That .07 cents AUTOMATICALLY went away when the loan was paid off.
  Why was that piece of information left out of the equation?  The council wants credit for the entire 18% to make them look good.  That is part of the Misinformation and Misdirection of this administration.  Telling the citizens the simple truth would not look as good.
  They could have Blamed the .07 tax reduction on previous administrations, after all, that Bond was passed well before they took office.

  They are quick to tell you Oh, this and that are COMING soon.  You should ask, ok Coming, but what have you done for the past 4 years?  Their silence will tell the truth.

  The expert engineers told Council during a presentation in 2009 that the City was doing an Excellent job of Crack Sealing our streets.  Without Crack Seal the water would penetrate into the road base and cause serious damage and then would require extensive repair.  Our excellent Crack Seal program was excellent Insurance he said.
 
  Note, this council stopped the Crack Seal program over 2 years ago and the streets are showing the neglect.  However, the current contractor doing street repairs saw fit to Crack Seal portion of his newly completed street repair on Bluegrass because the new road was CRACKING!

 Help stop the madness! Vote for a change at City Hall.  Vote, Dan Reese, Henry Monacoda and Mike Scott.

  Plus Vote to keep our Water District #10 in the same good hands.  Vote MelRoy Brandt, Paul Greenwood and John Fagin.  A vote for the oppositon (those three names on the same sign) will result in the demise of the entire water district and your rates will then be determined by a Politician!  We all know what happens then.

Windcrest Budget Does Not Add UP

 Check out the "Proposed 2014-14 Budget", the numbers do NOT add up.  What is going on here?  This administration must think they can pull the wool over the Citizens of Windcrest at will.

The proposed budget is on file at city hall for citizens to review.  Council works from the same document during the process.  Council approved the Proposed budget.

 Just look at the Police budget 502-xxxx and tell me where the money is being spent.  I challenge you to add the numbers yourself!
  Take the total of Salaries and Benefits  $1,787,582
add the Dues & Subscriptions                      $500
    Bonds and Training                                   4860
    Citizens Patrol                                          2500

Those two sections total $1,795,442

The Entire Dept Total is  $1,931,190.

So where is the other $135,748?  A nice slight of hand.  Kudos to the Mayor and Finance Director for pulling that past the Council.  Remember Jake Jacobi, Jim Shelton and Pam Dodson are also complicit in getting this past the citizens.  Do this on several accounts, and you have a nice SLUSH fund to spend, no questions asked.
